Opportunities for Broome, Inc. will be processing regular HEAP (Home Energy Assistance Program) applications beginning November 2. Applications will be processed from 8:30am to 4:00pm, Monday through Friday, on a walk-in basis. Appointments will be made upon request. HEAP applications are taken at the Opportunities for Broome, Inc. offices located at 5 West State Street Binghamton, New York 13901. Applicants who are self-employed will need to call (607) 723-6493 and schedule an appointment.
